Open Question: Why are some country's computer keyboards so unlogical?

I know computer keyboards are made to satisfy needs of people in certain areas, like I know letters are positioned differently for a reason. But for example, computers in Spain, you have to press ctrl +alt and number to do a @ signal (why is such a common signal need so much?). Computers in Belgium, you have to press shift along with the number you want for it to come up, isn't that kind of unlogical to have the symbols be what you get when you press the top keys by themselves rather than the numbers? You could also press the comma key and get it, but you have to press 2 keys for a period. Plenty of other examples, just something that annoyed me when I lived in Europe.... Read More »
